Summary of the contract
F138R – Supply and Installation of Furniture, Furnishings and White Goods
for Birmingham City Council.
The contract will involve the provision of furniture; furnishings;
specified electrical / white goods; fittings; installation; collection;
recycling; and delivery services.
Birmingham City Council is seeking to engage 1 organisation to provide
furniture, furnishings, white goods and other services required to (1)
turnaround a vacant property into one which can be used to provide
temporary accommodation and (2) support other requirements the Council may
have to provide these goods and services for occupied domestic properties,
particularly in relation to Community Support Grants (CSGs) awarded under
the Council’s Local Welfare Provision. The service for CSGs will require
delivery to occupied accommodation requiring the need to co-ordinate
delivery directly with the occupier.
Other departments of the Council may also wish to use the contract which
will have an impact upon the estimated total value. The contract will run
for an initial 2 years and includes the option to extend for up to 2
periods of 1 year for each period (subject to satisfactory performance).
It is envisaged that the use of the contract for CSGs will be subject to
the provision of external funding over the period of the contract and any
extensions (either from the Department of Work and Pensions or other
Government sources).

Council (BCC) will incorporate a minimum ten calender day standstill
period at the point information when the contract award is communicated to
the tenderers. This period allows unsuccessful tenderers to seek further
debriefing from BCC before the contract is entered into. Such additional

notice. If an appeal regarding the award of the contract has not been
successfully resolved, the UK Public Contracts Regulations 2206 (SI 2206
No.5) provide for aggrieved parties who have been harmed or are at risk of
harm by a breach of the rules to take action in the High Court (England,
Wales and Northern Ireland). Any such action must be brought promptly
(generally within 3 months). If successful the court may order the
contract ineffective / set aside the contract / award damages.
